I think you mean Van vandegraff generator don’t you? That ball on top is the collector for the electrons that build up from an extractor on a woolen or rubber belt running inside the vertical shaft. A Tesla coil is far more dangerous and has no such ball on top.
The science center, where I used to work had a 100k volt vandegraff that you could box with.
