I think i spelled that wrong.
So, I did a general GOOGLE search for the money hats thing, and found 99% of results were links to MAKE.
1% were links to the Japanese site, which is the original?

I went to the Japanese site, and did a quick translation. Here’s a summary:
In 2006, the maker (Yousuke Hasegawa) of these “Turban Noguchi”‘s saw a tv show where someone folded the Japanese 1000yen bill into Hideo Noguchi with a turban. He got obsessed with it, and made up a bunch of his own. He originally posted the photos of these new versions on Mixi, a Japanese social networking site.
Eventually, the person thought to be the originator of the “Turban Noguchi” contacted him and told him how awesome the new versions were. Hasegawa then started his own website devoted to this money origami.

He also posted some youtube videos of how he folds these (some are mentioned in an earlier comment).
Hasegawa had so much success that he decided to publish a book. It is called “Osatsu de yukaina origami Noguchi-kun no hon” (approx. translation, “The book on happy origami Noguchi made from money”) It is available on Amazon Japan.
