It appears to have been created in Photoshop but to give the appearance of a neon night, if you are looking for a lighting effect like this but with a real light then you can find many of them online, in a wide range of styles, shapes & technologies!
Yeah, this is some Photoshop magic, still video amused me for a couple of minutes . . .
