It’s not a circuit – a circuit has to have a closed path to work – that tree has nothing but open ends – not one single closed loop anywhere!
Dude, its on PCB, thats the point. And not all printed circuits have to be closed, some are just to ground stuff or connect to something.
If it’s just a ground, it’s not a circuit. If it connects to something, it must connect to at least two points of that thing to qualify as a circuit.
It’s a pun dude. Circuit tree – circuitry. Artsy and cute, not designed for a function. Doesn’t matter if it’s not a circuit, the word play stands because it’s on circuit board, which is fun, imho.

an antenna isn’t, strictly speaking, a circuit either It can be connected to a circuit, but it isn’t one in and of itself.

nice. just try to compute the RF/bandwidth/radiation-pattern/efficiency of any of those used as an (RFID/bluetooth) antenna.
looks like it would be very broad band, maybe a pattern like a dipole if feed from the middle, although it would probably need a bit of tweaking. it would be cool to design an antenna for say a wi-fi antenna to set on a desktop that maybe looked like a tree, but plugged into a laptop to give a better connection.
It would be nice if the skyline had actual LEDs in it too, or if you could in some way make it an interactive piece of art.
It would be much cooler if it did anything.
