I'm trying to remember the title of a 1980s science fiction movie that had basically this same device, but for video.
The main premise was that there was this sort of laser gun, and if you were shot in the eyes, you would 'lose all sense of time'. There were even special sunglasses to protect your eyes from it, very much like the MIB's neuralizer.
