The bottom one IS bigger. Go ahead cut them out of the picture. Okay, so it's really just the photo that's at fault. The forward angle is one reason why the closer one seems larger. In order for this to be entirely correct, the photo should have been taken from directly overhead, eliminating any perspective. Then they would be the same size.
