In the UK for example you can get an unlocked GSM phone for around $30 including a $10 local SIM, then buy a global SIM from http://0044.co.uk for $55. put them together and off you go.
I have done this and apart from the strange way of dialling (you dial the international number, it cuts you off and then returns your call connecting you to your dialled destination). This way all calls are incoming and you only pay for the cheapest carrier transport."

I want one!! The only thing that the phone seems to be missing (especially for a National Geographic) is a camera. And it looks better than my cellphone now.
