You have a picture of a Xilinx Spartan-3E Starter Kit. It is FPGA field programmable gate array development kit. I haven't used the Xilinx kit but I used a similar FPGA from Altera for their FPGAs in a college class that I just took.

Coincidentally, I'll be using that same board for my "Digital System Design: Tools and Techniques" course this summer.
