Seems to me that this is a censorship tool, not a protest tool. To make a counter-argument or provide a counter-example would be a protest, when you simply disallow another from making their voice heard you are censoring. If it was more technologically interesting than an mp3 player and a bullhorn this would be something to talk about, but come on.

In my college experience, there was an obnoxious preacher who was ranting about everyone who attended this college having or soon getting horrible diseases for our sins... which was mostly not true! His venom was drowned-out by a friend and I who rode our bikes in circles around him with a card raking the spokes just like when we were 10. Really funny actually, and effective at short range.
The preacher was acting like a 10 year old too, so at least we were all in it together!
What happens when the silenced persons and their followers point at your bullhorn and say "There's the @$$#%(& making the noise! Get 'em!" ??
And please deposit the talking head and its voice back in the late-80's where it belongs...

Why is this a video? I at least suspected to see some usage of the device, not a static floating head.

Not only is more of a censorship tool rather than a protest tool, it also doesn't seem like it would work that well.
More effective idea would be to rebroadcast the speakers voices with a 3 second delay.
