The fact that this was his second citation for the same offense indicates to me that this guy is less of an artist and more of an a-hole. Phillip, why do you always respond with a defensive comment when people criticize the 'artist' in question? This guy was a tool for floating that thing so close to the QM2 and in NYC of all places, c'mon.

He was on CNN too.

Shouldn't they have cited the guys in the rowboat, seeing as how they were the ones actively entering the "security area?"

People doing unusual things should take into consideration that most of the population, especially in major cities, is skittish and paranoid and fearful just like it's told to be and that anything unfamilliar or not fitting into the slick and seamless paradigm of modern styling or packaging will find itself getting poked at by spear-wielding natives who see the boogeyman du jour everywhere. Lunatics do exist, but living in fear of them is a defeat. I'm not saying don't take a second look at something odd in the water, but there's no need for all the noise about this non-incident other than to inhibit others from engaging in non-mainstream behavior.

You must never let the villagers know of your monster, for they will surely gather pitchforks and torches and soon appear at your door!

where does it say he was cited for a second time? I think you are just making that up, since it would seem to bolster your rather shaky "Ask or beg permission first" stance.
