Depends what you mean by a beginner.... For real beginners I would choose the PICAXE PIC system: this has free flowchart (and BASIC - and Logic gate) software. It uses PIC chips but they come with a pre-programmed header that means they can be programmed (and re-programmed) while sitting in the circuit.
In the UK, schools use this with kids as young as 10 - now that's what I call beginners...
