the guy in the devil's outfit is Didi Senft, famous fan of the Tour de France and other bicycle races where he regularly appears and cheers the athletes on - seems like he is a bigger bicycle nut than that, as he apparently regularly invents the craziest bikes, one of which that tandem pictured here is.

Yes - Google "Didi Senft." He's the "Devil" of the Tour de France. That's a picture of his record-breaking large bike.
