And if so, what would it sound like? I imagine it would sound somewhat discordant, not unlike Tibetan monks' horns.

I think they're meaning tubes, not tubas. They're attaching the ends of horns (bugles) to brass tubes (tubas). The size of brass tubing that is used in a tuba can get very big, and the immense amount of work that would be required to unwrap a tuba and solder the resulting tubing into one long tube would be very counter-productive. Although it would provide 12-18 feet of tubing.
