You could start by getting yourself an Arduino and playing with it a bit. Follow some tutorials from the web, make a few simple circuits. Read about driving LEDs in a matrix and then try it with a small array. If the Arduino doesn't have enough output pins for your project, take a look at the Arduino Mega. It should have enough IO.
