I’m not sure what’s going on here but it appears to be an ode to space elevators. The uploader’s YouTube channel also has similar videos saluting the Pioneer and Voyager space probes as well as one talking about terraforming Mars. [via the Space Elevator blog]

Just some explanation to what is going on here:
The character here is actually a singing synthesizer called a Vocaloid. It allows the user to input the notes and lyrics of a song and the program will sing it back.
Vocaloids were basically unknown until some company called Crypton started marketing the software with characters. Their first really successful character was Hatsune Miku. They later released a duet called Kagamine Rin/Len, and now they have a 3rd version that can sing both Japanese and English called Megurine Luka. Rin is the character shown in this video.
By combining the software with characters, they developed a large fan base, creating art, back stories, and more songs for their program. Some examples are shown here (remember it is Japanese):

It is funny how they try to make these Volcaloids sound more like humans, while singers now days are Autotuned to sound like robots.

Probably not for a while. They are usually made by fans, but this video is pretty new so it is likely that there hasn’t been enough exposure to grab a translator’s attention.
